It's not criminal just icky! Most people sight it creepy when 60-ish men go to a poor country to find a lover/wife 40 years younger than them. It has an air of exploitation around it surely if the older one is considerably richer than the younger one. I could make out an argument that it is however at least logical from a biological/evolutionary point of view for older men to start finding younger fertile women particularly attractive. But when it is older women and young men even that quasi-justification (which I don't take as a real answer to the economic exploitation issue anyway) does not bear on.
